True to what SizzleFish said. And it's not only facebook. For instance, webs.com has a glitch on premium features. Once you registered with any packages for 1 year, they considered you register forever. Such things like access to premium templates and go over your maximum 20 page limits. Though I don't care about the premium templates but I do care about the more pages options and I've taken a lot of advantage on that.
Also their watermark buttons are supposed to show up on any templates that's not packages like the official website here, but since back then in 2009 when I purchased that Starter Package, they forgot about me and because there are over thousands of websites with premium features, that option is manual and doesn't get reversed unless noticed by a human webs representative.
So it might be the same here for facebook. Maybe that policy is for newly created accounts and they still haven't applied it to old accounts. FAcebook wouldn't have it there for no reasons, so it's best to keep quiet of something you find an advantage of.
