Okay extremely late event anyway here we go!
From November 27, 2009 - January 11, 2010 with the Japanese copys of HeartGold/SoulSilver plays now can obtain this item from Wi-Fi called the Enigma Crystal. This item allows you to get into a battle with Latios/Latias according to your copy with the game. HeartGold users will square off against Latios from Pokemon Ruby. SoulSilver trainers gets their chance to capture Latias from Sapphire version. This is one very long event.
If you don't know which one is which then
Latios is the male version. 100% Male Latias is the female version. 100% Female
Note: you receive this from Wi-Fi. Go to any PokeMart and pick it up from the man in green. Fly to Pewter City enter the museum where you had to pay to get in back in Red/Blue/Yellow/FireRed/LeafGreen, find Steven Stone and he'll walk out and then you'll face Latios/Latias. Both Latios and Latias are obtainable in both games the difference is the one from the non-event you have to face it 5 levels lower.

Question Rei, do you play the JP file of Heart Gold or Silver and obtain this event or are you just supporting it?

I have both HeartGold & SoulSilver files.

Ohhh! >__< <3 Latias and Latios. Wait, in SoulSilver you get Latios right? like Originally o.o {Not event} or is it Latias?
Thats correct you can get Latios in SoulSilver (not event) in-game. Same with Latias in HeartGold. If you can some how get the Enigma Crystal you can get both in one game, just at different levels.
